A two day National Seminar on “Combating Corruption, Role of Accountability Institutions, Investigating Agencies, Civil Society and Media” will be held at New Delhi on February 11-12, 2014 to mark the Golden Jubilee celebrations of Central Vigilance Commission.
The seminar will be inaugurated by Shri Pranab Mukherjee, President of India on February 11, 2014.
Justice P. Sathasivam, Chief Justice of India will preside over the valedictory session on February 12, 2014.
Senior Cabinet Ministers and dignitaries from different walks of life, contributing directly or indirectly to the good governance of the country will take part in the panel discussions which drawn as part of the seminar.
The first session of the seminar on February 11, 2014 will be on “Strengthening frameworks for improving the anti-corruption climate in India”. It will cover strengthening Legislative, Institutional and Legal Frameworks, United Nations Convention against Corruption (UNCAC) – compliance, synchronizing efforts of anti-corruption agencies at Central and State Government levels, ensuring judicial accountability, addressing issues of autonomy and accountability and strengthening frameworks for International Cooperation.
The session will be chaired by Shri Kapil Sibal, Union Minister of Law & Justice. The speakers will be Prof. (Dr.) R. Venkata Rao, Vice Chancellor, NLSU, Bengaluru, Dr. S.K. Sarkar, Secretary, Department of Personnel & Training and Dr. Jayaprakash Narayan, Activist.
The second session of the seminar will be on “Role of Investigating Agencies : Ensuring Autonomy with Accountability”. It will cover ensuring fairness, neutrality, objectivity and public trust in investigations, augmenting the capacity of investigators and prosecutors, ensuring time bound investigations and trials, greater institutional autonomy to enhance efficiency and effectiveness of anti-corruption initiatives and superintendence of CBI - Its independence and accountability.
The session will be chaired by Justice AP Shah, Chairman, Law Commission and will have Shri Vinod Rai, Former C&AG, Shri R. Sri Kumar, Former Vigilance Commissioner, CVC, Shri Ranjit Sinha, Director, CBI and Shri K.K. Venugopal, Sr. Advocate, Supreme Court as speakers.
The third and final session of the day will be on “Combating Corruption: Technology as an enabler”. This session will cover changing of organizational boundaries using ICT, citizen engagement and empowerment with use of technology, Re-engineering processes/rules/regulations/systems, service delivery and Transparency in Governance and examples of successful ICT initiatives (e-procurement, e-payment, reverse auctions, etc.) in improving Transparency.
The session will be chaired by Shri J. Satyanarayana, Secretary, Department of Electronics & IT, Government of India and will have Ms. Sudha Sharma, Chairman, CBDT, Shri MJ Joseph, Additional Secretary, Union Ministry of Corporate Affairs and Dr. Arup Roy Choudhury, CMD, NTPC as speakers.
The first session of the seminar on February 12, 2014 will be on the topic “Corporate Ethics: Moving beyond dilemmas”. This session will cover issues such as addressing concerns of supply side corruption, instilling Integrity and Transparency in the Private Sector, disclosure norms and improving compliance, strengthening corporate governance and ethics and UNCAC compliance to Article 12 – Prevention of corruption in Private sector. The session will be chaired by Shri P. Chidambaram, Union Finance Minister and will have Shri Ashok Chawla, Chairman, Competition Commission, Shri Sidharth Birla, President, FICCI, Shri Ajay S Shriram, President Designate, CII and Prof. Jayati Ghosh, School of Social Sciences, JNU as speakers.
The second session will be on the topic“ 360 Degree Approach: Role of Media and Civil Society incombating corruption ”.
In this session issues such as positive role of Media (print, electronic and social) incombating corruption, corporate ownership of Media and issues of neutrality, strengthening and supporting citizen engagement in increase in integrity and transparency in Government, Social Media and citizen empowerment and role of Right to Information in empowering the citizen will be discussed .
The session will be chaired by Justice GN. The third session will be on the topic “Combating Corruption: Electoral Reforms & Political Accountability ”.In this session issues such as political corruption in higher echelons, code of ethics for law makers, electoral reforms, ensuring political accountability, compliance to Article 7 of UNCAC, measures to prescribe criteria for candidature and election to public office and transparency in funding of candidates for elected public office and political parties will be discussed.

The final session of the seminar will be on the topic “ Central Vigilance Commission: The way forward ” and will cover role of CVC as the apex nodal agency in enhancing inter institutional synergy, challenges for the CVC - globalization and transnational financial flows, multi jurisdictional investigations and asset recovery issues, creating awareness through advocacy, engaging with stakeholders.
Leveraging of technology in improving the compliance climate, cultivating integrity & professional ethics at all levels in organizations, creating mechanisms for resolution of ethical dilemmas &conflict of interests and advocating legislative changes required to improve effectiveness of CVC.
